នៅព្រឹកថ្ងៃអាទិត្យ ទី១៧ ខែឧសភា ឆ្នាំ២០២៦ វេលាម៉ោង ០៩:០០នាទី ក្រុមអ្នកសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ដឹកនាំដោយប្រធានបេសកកម្មក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (HOM AOT) ហ្វីលីពីន ដើម្បីចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងរាយការណ៍អំពីស្ថានភាពព្រំដែននៅតំបន់ភូមិសិលាខ្មែរ ឃុំអូរបីជាន់ ស្រុកអូរជ្រៅ ខេត្តបន្ទាយមានជ័យ ដែលជាទីតាំងប្រជាពលរដ្ឋកម្ពុជាបង្កបង្កើន និងអាស្រ័យផលជាយូរណាស់មកហើយ និងជាទីតាំងដែលកម្ពុជាបន្តកាន់កាប់ ក្រោយបទឈប់បាញ់បន្ទាន់រវាងកម្ពុជានិងថៃ បានចូលជាធរមានចាប់តាំងពីវេលាម៉ោង ១២:០០នាទី ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥មកម្ល៉េះ និងធ្វើការពិនិត្យលើការគោរព និងការអនុវត្តវិធានការទាំងអស់ក្នុងសេចក្តីប្រកាសរួមក្រោយបទឈប់បាញ់ចូលជាធរមានផងដែរ។
ឆ្លៀតក្នុងឱកាសនេះ ភាគីកម្ពុជាសូមបញ្ជាក់សាជាថ្មីនូវជំហរមិនងាករេរបស់ខ្លួនថា ការងារវាស់វែង និងខណ្ឌសីមាលើដីជាក់ស្តែងជាសមត្ថកិច្ចដាច់មុខរបស់គណៈកម្មការចម្រុះខណ្ឌសីមាព្រំដែនគោក (JBC)។ ក្នុងន័យនេះ កងកម្លាំងប្រដាប់អាវុធគ្រប់ប្រភេទ រួមទាំងយោធា ក៏ដូចជាអាជ្ញាធរមូលដ្ឋានពុំមានសមត្ថកិច្ចចង្អុលបង្ហាញខ្សែព្រំដែននៅលើដីជាក់ស្តែងនោះទេ។ ការងារផ្ទៀងផ្ទាត់ និងបញ្ជាក់ខ្សែព្រំដែនអន្តរជាតិនៃប្រទេសទាំងពីរនៅលើដីជាក់ស្តែង គឺជាសមត្ថកិច្ចរបស់ក្រុមវាស់វែងចម្រុះ (JSTs) ដែលស្ថិតនៅក្រោមរចនាសម្ព័ន្ធរបស់គណៈកម្មការ JBC នៃភាគីទាំងពីរ។ ភាគីកម្ពុជាតែងតែបញ្ជាក់ជំហរមិនទទួលស្គាល់ដាច់ខាតនូវការកែប្រែខ្សែព្រំដែនអន្តរជាតិកម្ពុជា-ថៃ ដែលផ្ទុយពីអនុសញ្ញា សន្ធិសញ្ញាបារាំង-សៀម, ផែនទីដែលជាលទ្ធផលការងារខណ្ឌសីមារបស់គណៈកម្មការកំណត់ព្រំដែនឥណ្ឌូចិន-សៀម, កំណត់ហេតុកិច្ចប្រជុំ និងកំណត់ហេតុបោះបង្គោលរបស់គណៈកម្មការឥណ្ឌូចិន-សៀម, កំណត់ហេតុរបស់គណៈកម្មការ JBC, MOU 2000 និងTOR 2003 ជាដើម។ លើសពីនេះ ភាគីកម្ពុជាប្រកាសមិនទទួលស្គាល់ជាដាច់ខាតនូវការកែប្រែខ្សែព្រំដែនណាមួយដែលកើតចេញពីការប្រើប្រាស់កម្លាំងទាំងពេលកន្លងមក ទាំងបច្ចុប្បន្ន និងអនាគត និងស្នើជំរុញភាគីថៃឯកភាពក្នុងការចាត់បញ្ជូនក្រុមវាស់វែងចម្រុះ (JSTs) ចុះលើដីជាក់ស្តែង ដើម្បីបន្តការងារ ព្រមទាំងស្នើជំរុញការរៀបចំកិច្ចប្រជុំគណៈកម្មការ JBC នៃភាគីទាំងពីរឱ្យបានឆាប់បំផុត។

H.E. Lieutenant General Maly Socheata, Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:
On the morning of Sunday, May 17, 2026, at 09:00 AM, the Cambodian Liaison Group (CLG) of the Kingdom of Cambodia coordinated a mission with the ASEAN Observer Team, led by the Philippines as the Head of Mission (HOM AOT). The objective was to observe, verify, and report on the border situation in the area of Seila Khmer Village, O Bei Chon Commune, O Chrov District, Banteay Meanchey Province. This specific location has long been cultivated and utilized by Cambodian citizens, and has remained under continuous Cambodian occupation and administration since the emergency ceasefire between Cambodia and Thailand took effect at 12:00 PM on December 27, 2025. The mission also evaluated compliance with, and the implementation of, all stabilization measures outlined in the Joint Declaration following the enforcement of the ceasefire.
Taking this opportunity, the Cambodian side wishes to reiterate its unwavering position that the survey and demarcation works on the terrain are the exclusive mandate of the Joint Boundary Commission (JBC). In this regard, all types of armed forces, including the military, and local authorities shall not have the authority to indicate the boundary line on the terrain. The verification and clarification of the international boundary of the two countries on the terrain is the mandate of the Joint Survey Teams (JSTs) under the structure of the Joint Boundary Commission (JBC) of the two sides. The Cambodian side does not accept any alteration of the Cambodian-Thai international boundary that is contrary to the Franco–Siamese conventions and treaties, the maps resulting from the demarcation works of the Commission of Delimitation of the Boundary between Indo-China and Siam, the procès-verbaux of the meeting and the procès-verbaux of the abornement of the Commissions of the Indo-China and Siam, the Agreed Minutes of the JBC, MOU 2000 and TOR 2003. In addition, the Cambodian side strongly rejects any alteration of the boundary resulting from the use of force, in the past, present, and future, and urges the Thai side to dispatch the Joint Survey Teams (JSTs) to the terrain to resume the works, as well as to convene the meeting of the Joint Boundary Commission (JBC) between the two sides at the earliest.
The Royal Government and the Ministry of National Defence of Cambodia reaffirm our firm, sincere, and unwavering commitment to fully and faithfully respect and implement the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee (GBC) on December 27, 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand on October 26, 2025, and all other relevant agreements. This commitment is made with the aim of ensuring rapid recovery and restoring normalcy, and long-lasting peace and stability.
The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.
