O’Smach: A Scenario Can Be Staged, but the Truth Cannot

The visit by the ASEAN Observer Team (AOT) and journalists to the O’Smach area on 7 September 2026—an area where the Thai military unlawfully conducted activities on Cambodia’s sovereign territory and in violation of its territorial integrity, and over which the Royal Government of Cambodia lodged a strong protest through a diplomatic note to the Thai side on 8 September—raises one fundamental and compelling question:

Was what they saw the full truth, or merely a picture selectively presented and staged by the Thai side, which is unlawfully controlling the location?

This question carries even greater weight following remarks reportedly made by Colonel Roderick T. Garcia of the ASEAN Observer Team in Thailand after the visit. He indicated that what he saw on the ground differed notably from the information he had received beforehand, and that he was not yet in a position to draw conclusions from the evidence or accounts presented by either side. The information, he said, required further assessment and verification.

The implication is clear: what Thailand presented does not mean that the AOT accepted it as established fact.

The central issue is that the location is under the unlawful control of Thai military forces. This raises several basic questions: Who controlled the site before the AOT and journalists arrived? Who selected what they were allowed to see? Who controlled access to and from the area? And who can guarantee that what was displayed that day reflected the original condition of the site rather than a scenario prepared in advance?

When one party controls the location, access to it, what is displayed, and the interpretation of what is displayed, such a presentation cannot be regarded as independent verification.

Therefore, the use of images of buildings, an alleged fake police station, a hospital, or other materials to construct a narrative against Cambodia must first be subjected to independent verification. A managed visit is not the same as verification of facts.

Before asking, “What was inside that building?”, one must first ask, “Whose territory is that building located on?”

Criminal activity must be addressed through law enforcement. Border issues must be resolved in accordance with international law, relevant boundary instruments, and mechanisms agreed upon by the parties. Allegations involving online scams cannot become a pretext for the occupation of territory by force.

One of the most significant points is that, according to reports, Colonel Garcia referred to the Thai side’s explanation that it had no intention of occupying the area and was prepared to withdraw once the border issue was resolved.

That explanation itself raises a very simple question:

If this is not an occupation, why speak of being “prepared to withdraw”?

And if the presence is merely temporary, why must withdrawal wait for JBC negotiations? This is particularly relevant when meetings of the JBC have repeatedly been delayed by the Thai side under various pretexts.

What happened at O’Smach, therefore, should not be judged solely through the images that the organizers of the visit wanted the world to see. What must be independently established is who controlled the location, who arranged what was shown, and what actually existed there before the site came under the control of Thai forces.

You can control the site.

You can organize the visit.

You can select what people are allowed to see.

You can stage a scenario.

But you cannot make the truth follow your script.

Occupation by force cannot create sovereignty. Nor can a visit organized by a party unlawfully occupying the area transform allegations into established facts.

If the entire presentation was staged to mislead observers and journalists, then no amount of choreography can turn it into truth.

As a Khmer saying aptly warns:

“The more one lies, the more one ultimately exposes oneself.”

A scenario can be staged. The truth cannot.
