សម្តេច ហ៊ុន ម៉ាណែត៖ កម្ពុជាជ្រើសរើសយកច្បាប់អន្តរជាតិ និង សន្តិភាព
ថ្ងៃនេះ ទី ១៥ មិថុនា ឆ្នាំ២០២៥ តាមរយៈផេគហ្វេសប៊ុករបស់សម្តេចធិបតី ហ៊ុន ម៉ាណែត បានអោយដឹងថា៖
រាជរដ្ឋាភិបាលកម្ពុជាបានបញ្ជូនលិខិតជាផ្លូវការទៅកាន់តុលាការយុត្តិធម៌អន្តរជាតិ (ICJ) ដើម្បីជួយស្វែងរកដំណោះស្រាយពាក់ព័ន្ធទៅនឹងបញ្ហាវិវាទព្រំដែននៅតំបន់ប្រាសាទតាមាន់ធំ ប្រាសាទតាមាន់តូច ប្រាសាទតាក្របី និងតំបន់មុំបី។
គាប់ជួនផងដែរ កាលពី ៦៣ឆ្នាំមុន នៅថ្ងៃទី ១៥ មិថុនា ១៩៦២ គឺជាថ្ងៃប្រវត្តិសាស្ត្រដែលតុលាការយុត្តិធម៌អន្តរជាតិ (ICJ) បានសម្រេចឲ្យកម្ពុជាឈ្នះលើរឿងក្តីប្រាសាទព្រះវិហារ។
ទោះបីជាព្រឹត្តិការណ៍ទាំងពីរនេះកើតឡើង ៦៣ឆ្នាំខុសពីគ្នាក៏ពិតមែន ប៉ុន្តែស្មារតីនិងគោលបំណងគឺដូចគ្នា ÷ គឺកម្ពុជាជ្រើសរើសយកការដោះស្រាយ ដោយសន្តិវិធី ផ្អែកលើច្បាប់អន្តរជាតិ តាមរយៈយន្តការតុលាការយុត្តិធម៌អន្តរជាតិ ICJ សម្រាប់ការដោះស្រាយបញ្ហាព្រំដែននៅតំបន់ដែលមានលក្ខណៈស្មុគស្មាញខ្លាំង និងមានហារនិភ័យខ្ពស់នៃជម្លោះប្រដាប់អាវុធ ហើយដែលយន្តការទ្វេភាគីមិនអាចដោះស្រាយចប់ ដូចជានៅតំបន់ប្រាសាទព្រះវិហារកាលពីជាង៦០ឆ្នាំមុន និងតំបន់ប្រាសាទតាមាន់ធំ ប្រាសាទតាមាន់តូច ប្រាសាទតាក្របី និងតំបន់មុំបី នាពេលបច្ចុប្បន្ន។
កម្ពុជាត្រូវការតែយុត្តិធម៌ ភាពត្រឹមត្រូវ និងច្បាស់លាស់មួយ ក្នុងការកំណត់ខ្សែរព្រំដែនជាមួយប្រទេសជិតខាង ដើម្បីកុំអោយកូនចៅជំនាន់ក្រោយនៅបន្តមានបញ្ហាមិនចេះចប់ជាមួយគ្នា។
សូមបងប្អូនជនរួមជាតិទាំងអស់ ផ្ដល់ការទុកចិត្តមកលើរាជរដ្ឋាភិបាល ក្នុងការខិតខំប្រឹងប្រែងធ្វើកិច្ចការងារនេះប្រកបដោយឆន្ទៈនិងការទទួលខុសត្រូវខ្ពស់ ដើម្បីការពារបូរណភាពទឹកដី និងឧត្តមប្រយោជន៍របស់ជាតិនិងប្រជាជនកម្ពុជា។
(សូមបញ្ជាក់ ÷ ចំពោះលិខិតផ្លូវការនេះ ក្រសួងការបរទេស និងកិច្ចសហប្រតិបត្តិការអន្តរជាតិ បានចាត់តាំងមន្ត្រីមួយរូបធ្វើដំណើរតាមយន្តហោះ ដើម្បីនាំយកលិខិតនេះដោយផ្ទាល់ទៅប្រគល់ជូនស្ថានឯកអគ្គរាជទូតកម្ពុជាប្រចាំប្រទេសហូឡង់ ដែលមាននិវេសនដ្ឋាននៅទីក្រុងព្រូសែល ប្រទេសប៊ែលហ្សិក។ នៅថ្ងៃចន្ទស្អែកនេះ ស្ថានឯកអគ្គរាជទូតកម្ពុជាប្រចាំប្រទេសហូឡង់ នឹងប្រគល់ដោយផ្ទាល់ដៃទៅតុលាការយុត្តិធម៌អន្តរជាតិ (ICJ) នៅទីក្រុងឡាអេ។)
Cambodia chooses international law and peace.
Today, 15 June 2025, the Royal Government of Cambodia submitted an official letter to the International Court of Justice (ICJ) to seek a resolution on the border dispute in the areas of TAMONE THOM Temple, TAMONE TOUCH Temple, TA KRABEY Temple and MOM BEI.
Coincidentally, 63 years ago, 15 June 1962 was a historic day in which the ICJ had ruled in favor of Cambodia on the case of PREAH VIHEAR Temple.
Although these two events happened 63 years apart, the spirit and objective remain the same: Cambodia chooses a peaceful resolution based on international laws through the ICJ mechanism for solving border dispute in the areas where issues are very complicated and have high risks of armed clashes and where bilateral mechanisms cannot solve; such as the case of PREAH VIHEAR Temple over 60years ago, and the areas of TAMONE THOM Temple, TAMONE TOUCH Temple, TA KRABEY Temple and MOM BEI at present time.
Cambodia only needs justice, fairness and clarity in border demarcation and delimitation with our neighboring countries, so that our future generations will not continue to have issues with each other.
May our compatriots trust the Royal Government of Cambodia in its efforts to undertake this task with strong wills and responsibility in order to safeguard our territorial integrity and for the best interest of the nation and people of Cambodia.
