សម្តេចធិបតីហ៊ុន ម៉ាណែត បញ្ជាក់ពីការបញ្ចប់ការសិក្សាពីសាលាបណ្ឌិតសភាយោធាអាមេរិក West Point
ភ្នំពេញ៖ ថ្ងៃទី៣០ ខែឧសភា ឆ្នាំ២០២៦ យោងតាមគណនី Facebook របស់សម្តេចធិបតីហ៊ុន ម៉ានែត នាយករដ្ឋមន្រ្តីនៃព្រះរាជាណាចក្រកម្ពុជា ដែលមានខ្លឹមសារដូចខាងក្រោម៖
«ម្សិលមិញខ្ញុំបានបង្ហោះសារមួយពាក់ព័ន្ធនឹងការបញ្ចប់ការសិក្សារបស់ខ្ញុំពីសាលាបណ្ឌិតសភាយោធាអាមេរិក West Point កាលពី ២៧ឆ្នាំមុន (២៩ ឧសភា ១៩៩៩)។
មានប្រជាពលរដ្ឋថៃមួយចំនួនបានចូលមកសរសេរបញ្ចេញមតិថា ខ្ញុំបានទៅរៀននៅសាលាបណ្ឌិតសភាយោធាសហរដ្ឋអាមេរិក West Point តាមរយៈកូតារបស់កងទ័ពថៃ។ មានការបញ្ចេញមតិបែបនេះ ជាច្រើនលើករួចមកហើយ ដែលខ្ញុំមិនដែលឆ្លើយតប ដោយសារមិនចង់យកបញ្ហានេះមកបកស្រាយនាំអោយវែងឆ្ងាយដោយមិនចាំបាច់។ ពេលនេះ ខ្ញុំសូមបញ្ជាក់បន្តិចដើម្បីបបញ្ចប់ការយល់ខុសនេះតទៅទៀត។ ជាចម្លើយខ្លី គឺខ្ញុំមិនបានទៅរៀននៅសាលា West Point ដោយប្រើកូតារបស់កងទ័ពថៃនោះទេ។ ហេតុផលគឺសាមញ្ញបំផុត÷
១. សហរដ្ឋអាមេរិកជាប្រទេសមហាអំណាច និងមានលទ្ធភាពគ្រប់គ្រាន់ក្នុងការផ្តល់អាហារូបករណ៍ទៅប្រទេសណាក៏បាន ដោយមិនចាំបាច់យកកូតាពីប្រទេសមួយ(ថៃ) ទៅអោយបេក្ខជនពីប្រទេសផ្សេងមួយទៀត(កម្ពុជា)ទេ។
២. ប្រទេសដែលទទួលបានកូតា សម្រាប់បញ្ជូនសិក្ខាកាមទៅ West Point មិនមានសិទ្ធិផ្ទេរកូកូតារបស់ខ្លួនទៅឲ្យប្រទេសផ្សេងទេ។ សហរដ្ឋអាមេរិកជាអ្នកកំណត់ប្រទេសណាត្រូវទទួលបាន ហើយទទួលចំនួនប៉ុន្មានកន្លែង សម្រាប់ឆ្នាំនីមួយៗ។
៣. សញ្ញាបត្ររបស់ខ្ញុំពីសាលាបណ្ឌិតសភាយោធាសហរដ្ឋអាមេរិក West Point គឺបញ្ជាក់ច្បាស់ថា ជានិស្សិតយោធាពីកម្ពុជា មិនមែនពីប្រទេសណាផ្សេងទេ។
៤. លក្ខខណ្ឌតម្រូវចាំបាច់មួយសម្រាប់បេក្ខជននិស្សិតនាយទាហានបរទេសទៅរៀននៅសាលាបណ្ឌិតសភាយោធាអាមេរិក West Point គឺត្រូវទទួលបានការធានា (nomination) ពីក្រសួងការពារជាតិនៃប្រទេសរបស់ខ្លួន និងការគាំទ្រ (endorsement) ពីស្ថានឯកអគ្គរដ្ឋទូតអាមេរិកប្រចាំនៅប្រទេសនោះ។
បើសិនជាខ្ញុំប្រើប្រាស់កូតារបស់យោធាថៃដើម្បីទៅរៀននោះ ប្រាកដជាខ្ញុំត្រូវបានទទួលការធានាពីក្រសួងការពារជាតិថៃ និងការគាំទ្រពីស្ថានឯកអគ្គរដ្ឋទូតអាមេរិកប្រចាំនៅថៃហើយ។
សម្រាប់រូបខ្ញុំ គឺនៅឆ្នាំ១៩៩៥ បានទទួលការធានាពីក្រសួងការពារជាតិកម្ពុជា និងការគាំទ្រពីស្ថានឯកអគ្គរដ្ឋទូតអាមេរិកប្រចាំនៅកម្ពុជា (មិនមែនបានពីស្ថានឯកអគ្គរដ្ឋទូតអាមេរិកប្រចាំនៅថៃទេ)។ ដូច្នេះបញ្ជាក់ច្បាស់ថាកូតាដែលខ្ញុំបានទៅរៀននៅ West Point គឺជាកូតាដែលសហរដ្ឋអាមេរិកផ្ដល់មកឲ្យកម្ពុជាមិនមែនឲ្យទៅថៃដូចការលើកឡើងនោះទេ។
បើអ្នកណាចង់បញ្ជាក់ថាតើវាជាការពិតឬមិនពិតនោះ គឺងាយស្រួលបំផុត ដោយអ្នកអាចសុំការបញ្ជាក់ពីក្រសួងការពារជាតិថៃ ឬស្ថានឯកអគ្គរដ្ឋទូតអាមេរិកប្រចាំនៅថៃ ថាធ្លាប់បានធ្វើការធានា ឬផ្តល់ការគាំទ្រដល់បេក្ខជនពីកម្ពុជា ដើម្បីទៅរៀនជំនួសបេក្ខជនថៃនៅសាលា West Point ឬទេ? អ្នកក៏អាចស្វែងរកការបញ្ជាក់ផ្ទាល់ពីសាលាបណ្ឌិតសភាយោធាអាមេរិក West Point តែម្ដងក៏បានលើករណីនេះ។ ខ្ញុំជឿជាក់ថាច្បាស់ថា គឺគ្មានករណីនេះទេ។
៥. ខ្ញុំសង្ឃឹមថាការបញ្ជាក់នេះ នឹងបញ្ចប់នូវការយល់ខុសថាខ្ញុំបានទៅរៀនសាលា West Point ដោយប្រើប្រាស់កូតារបស់កងទ័ពថៃ ដែលមិនមែនជាការពិត។ »
Yesterday, I posted a message related to my graduation from the United States Military Academy at West Point 27 years ago (29 May 1999).
Some Thai citizens commented that I was accepted to study at the U.S. Military Academy at West Point through a quota allocated to the Thai military. Similar comments have been made many times before, but I never responded because I think it was unnecessary. This time, I would like to clarify this matter once and for all in order to end this misunderstanding. My short answer is that I did not attend West Point through a quota from the Thai military. The reasons are very simple:
- The United States is a superpower with sufficient capacity to provide scholarships to any country directly, without the need for it to take a quota from one country (Thailand) and give it to a candidate from another country (Cambodia).
- Any country that receives an allocation of slot (quota) to send candidates to West Point does not have the rights to transfer that allocation to another country. The United States is the only one country which holds exclusive authority to choose which country(ies) to allocate slot/quota and how many slots per year.
- My degree from United States military academy at West Point clearly states that I am a cadet from Cambodia not from any other country.
- Requirements for foreign cadets to study at the U.S. Military Academy at West Point is to receive a nomination from the Ministry of National Defense of their own country, along with an endorsement from the U.S. Embassy in that country.
If I had used a Thai military quota to study there, then I would certainly have received a nomination from Thailand’s Ministry of Defense and an endorsement from the U.S. Embassy in Thailand.
In my case, in 1995, I received a nomination from the Ministry of National Defense of the Kingdom of Cambodia and an endorsement from the U.S. Embassy in Cambodia (not from the U.S. Embassy in Thailand). This clearly confirms that the quota under which I studied at West Point was one granted by the United States to Cambodia, not to Thailand as has been alleged.
If anyone wishes to verify whether it is true or false, it is very easy, they may simply seek confirmation from Thailand’s Ministry of Defense or the U.S. Embassy in Thailand as to whether they had ever nominated or endorsed a Cambodian candidate to study at West Point in place of a Thai candidate. They may also seek direct clarification from the United States Military Academy at West Point itself regarding this matter. I am confident that no such case exists.
- I hope this clarification will put an end to the misunderstanding that I attended West Point using a quota from Thai military, which is not true.
